Project Marvel Moves Forward: City Council Clears Path for Voter Approval of Downtown Spurs Arena
SAN ANTONIO (August 22, 2025) โ Project Marvel is one step closer to becoming reality after a pivotal decision by San Antonio City Council. On Thursday, council members voted 7โ4 to approve moving forward with a negotiated term sheet for the proposed downtown Spurs arena, rejecting an earlier resolution that would have delayed the measure.
The decision clears the path for voters to weigh in on the future of the new sports and entertainment district this November.
Funding Breakdown
City leaders emphasized that the project will be funded largely by visitors, not local taxpayers. No money from the cityโs general fund will be used. Instead, three major sources of funding will power the initiative:
-
Visitor Taxes โ Bexar County approved a $311 million venue tax, which includes Hotel Occupancy Tax (HOT) on hotel stays and rental cars. Additional state funding will come through hotel-related taxes in the Project Finance Zone (PFZ).
-
San Antonio Spurs โ The team will contribute directly, pledging $500 million toward the arena, another $500 million for the sports and entertainment district buildout, and $75 million toward a community benefits agreement. The Spurs will also cover all cost overruns.
-
City of San Antonio โ A $489 million revenue bond issuance will be supported through ground leases and property taxes generated within the district.
Transforming Downtown
Supporters say Project Marvel will energize downtown San Antonio, bringing density, vibrancy, and new opportunities for residents and visitors alike. Combined with the new Missions stadium under construction northwest of downtown, the arena is expected to anchor a broader vision for reimagining the cityโs urban core.
โThis is a huge win not just for downtown, but for all of San Antonio,โ said Centro San Antonio in a statement. โThe heart and soul of our city will beat louder than ever, and weโre committed to ensuring it beats for everyone โ with inclusivity, opportunity, and a strong economic foundation at its core.โ
Whatโs Next
The ultimate decision now rests with voters. Election Day is set for November 4, with early voting beginning October 20.
Centro San Antonio has pledged to continue sharing updates and community engagement opportunities as Project Marvel heads toward the ballot box.
