Texas House Bill 554 Proposes Fireworks Sales for Juneteenth Celebrations

Austin, TX – A newly proposed bill in the Texas Legislature seeks to expand the sale of fireworks to include the Juneteenth holiday, allowing Texans statewide—including residents in San Antonio—to purchase and use fireworks from June 14 to June 19.

House Bill 554, introduced by state Rep. Terri Leo Wilson (R-Galveston), aims to recognize the historical significance of Juneteenth, commemorating the emancipation of enslaved individuals in Galveston, Texas, on June 19, 1865. If enacted, the legislation would add Juneteenth to the list of holidays during which fireworks sales are permitted.

Under current Texas law, fireworks can only be legally sold during specific holiday periods:

  • Fourth of July (June 24 – July 4)
  • New Year’s (December 20 – January 1)
  • Cinco de Mayo (only for counties along the Texas-Mexico border, from April 25 – May 5)

San Antonio, home to one of Texas’s largest and most vibrant Juneteenth celebrations featuring parades, music, and cultural events, could see an enhanced celebration if HB 554 is passed.

As of March 17, 2025, the bill remains pending in a legislative subcommittee. Lawmakers have yet to determine whether it will advance for further debate or a vote.

Rep. Wilson, a first-term legislator representing Galveston, framed the bill as an opportunity for Texans to celebrate Juneteenth with the same enthusiasm as other major holidays. While supporters highlight the potential to further honor the holiday’s historical importance, opponents express concerns regarding fire safety, noise, and potential disruptions in urban and residential areas.

For now, the future of House Bill 554 remains uncertain, awaiting the subcommittee’s decision on whether to advance the measure to the next stage of the legislative process.
